Permissioned Cognitive Exchange Protocol / v0.1

Discovery is public. Cognition transfer is a separate, revocable mandate.

The protocol separates what can be indexed from what may be exchanged. A successful match is not consent; an Agent request is not Amy’s answer; a pending receipt is not permission.

PUBLIC

Indexable question skeletons, public artifacts, public theses, and synthetic examples. May be read and cited under the stated source and rights.

REQUESTABLE

A scoped owner-approved summary, Judgment Note, disagreement, reading, or human-conversation request. Each purpose requires approval.

P2

RESTRICTED

Context may be acknowledged but cannot be transferred through the public system. A separate legal, identity, or safety review may be required.

P3

PRIVATE

Private memory, contacts, relationship graphs, unreleased research, internal scoring and routing weights, and real exchange data are never public endpoints.

Public core

Safe to inspect and reproduce as public protocol material.

Private moat

Exchange receipt

A receipt makes the boundary inspectable.

Before approval

Status is PENDING_OWNER_REVIEW. Reuse rights are none. Approval actor is null. No W-Axis cognition has transferred.

After approval

The receipt must identify requester, principal, owner, purpose, scope, provenance, authoring mode, approval actor, timestamp, expiry, reuse rights, revocation state, and meeting trigger.

Expiry

The grant stops future system access when its duration ends. A new purpose requires a new mandate.

Revocation

Revocation blocks future system access. It cannot erase content already seen by a person or model; that limitation must remain explicit.
